How to reproduce:
- Two DVI display monitors plugged into device
- USB-C to laptop
- Move mouse cursor rapidly between monitor #1 and monitor #2
- DisplayLinkManager will consume 50%
- Attempted USB devices on the laptop itself, same issue.
