Summary:
DisplayLink Manager fails to create external display framebuffers on the first cold connection of a Dell D6000 dock. Displays are only detected after unplugging and replugging the USB-C connection 3 to 4 times. This is reproducible on every cold connect.

Environment:
- Mac: MacBook Pro 16-inch, Apple M5 Pro, 48 GB RAM
- macOS: Tahoe 26.4.1
- DisplayLink Manager: version 16.1
- Dock: Dell D6000 (captive USB-C host cable), firmware updated to latest
- Connection: dock plugged directly into the Mac, no intermediate hub
- Dock is powered by its own AC adapter; Mac is not connected to any other charger

Permissions / setup (all confirmed correct):
- Screen Recording permission granted to DisplayLink Manager
- DisplayLink Manager set to launch at login

Behavior:
- On a cold connect, the dock's status LED flickers orange while it attempts to negotiate, but no external display appears.
- Ethernet and USB pass-through on the dock behave normally; only the DisplayLink video framebuffers are not created.
- Unplugging and replugging the USB-C connection 2-3 times reliably results in successful detection on the 3rd or 4th attempt, with no other change.
- The problem does not occur on an older M1 Mac running an earlier macOS version with the same dock, which points to a macOS 26.4.x / M5 USB enumeration timing issue rather than a hardware or configuration fault.

This looks like a USB cold-enumeration timing race between macOS Tahoe 26.4.1 and DisplayLink Manager 16.1 on M5-series Macs, since repeated replug attempts eventually win the race. Happy to provide diagnostic logs.
