I have the same issue. I've tested with a MacBook Air M1, MacBook Pro M1 and MacBook Pro 16 (2019), all three in MacOS Ventura. Non of them reaches more than 120 mbps.
Also tried with an old Dell XPS 13 9350 with Pop OS 22.04 and it went smooth, it gave me almost 1Gbps that is my current hired ISP speed.

I have a similar device ("Triple-display Mini Docking sta" in Network Preferences on Big Sur). Note that here it advertises 5Gbps. Real world speeds are 60-90Mbps (not MBps).
